STPS publishes agreement on simplification actions for procedures

On April 4, 2025, the Official Gazette of the Federation published the AGREEMENT establishing simplification actions for procedures that are carried out before the Secretariat of Labor and Social Security.

 

In accordance with Article 25 of the Political Constitution of the United Mexican States, this authority considered implementing a regulatory improvement policy for the simplification and modernization of procedures and services. These modifications focus on labor offer, training and training procedures, as well as the registration of proof of work skills.

 

Therefore, the obligation to submit the following requirements for these procedures is eliminated:

 

1. Support for the promotion of vacant jobs: RFC, CURP, simple copies.

2. Job search supports: CURP, simple copies.

3. Presentation of lists of certificates of competencies or work skills: certification data of labor competencies if any, data on training and courses granted to workers in the last year, RFC, employer registration of the IMSS, worker data, type of training, purpose of training, simple copies, format DC-4.

4. Request for authorization and registration as an External Training Agent: evidence of secularism, a photograph.

5. Request for modification of training courses and/or modification of teaching staff: applicant data, proof of legal stay in the country (foreign instructors).

6. Request for remote training services for workers through PROCADIST: satisfaction questionnaire that is sent to the email address indicated by the applicant on the registration form.

 

The following procedures are merged:

 

1. Request for authorization and registration as an External Training Agent and Request for modification of training courses and/or modification of teaching staff; to remain with the name of Registration, modification or cancellation of courses and/or external training agent teaching staff.

 

Improvement actions are being implemented in the General Directorate of Occupational Training, in particular:

 

1. The presentation of lists of certificates of competencies or work skills will look like a notice of compliance with evidence of competence or work skills, and the online form will be filled out through the Business Training Registration System (SIRCE) with data relating to compliance with certificates of competence or work skills.

 

Therefore, the DC-4 format “Lists of certificates of work competencies or abilities” is left without effect, since the entire procedure will be carried out through the SIRCE.

This agreement came into force on April 07, 2025, considering that the procedures entered prior to publication will be resolved in accordance with the applicable regulations at the time of submission.
